This is an important detail. Pure pricing doesn't force dealers to charge MSRP. It forces them to charge the same, advertised price to all customers. They can change prices week to week if they wish to, so long as it is advertised (online and off).
Honestly, most Toyota dealers are not 100% Scion compliant. Most just don't do enough volume in scion sales to justify jumping through all those hoops. They can loose their Scion distribution/franchise if caught, but in 2 years at a Toyota dealer I've never once seen our store audited. Additionally at least 2 other stores in my area are not 100% compliant and, so far as I can tell, have never been spoken to about it.
