So, depending on your goals...you probably won't have to spin the engine up to 9K to hit your target horsepower, as long as the corresponding exhaust modifications are also included in your build plans. However, anything that spins the compressor faster will make more boost...so revving the engine to a higher rpm can be used in lieu of, or in combination with, different pulley combinations to reach the intended target power and/or boost.
