I agree.
Not in CA but, I paid $300 under Invoice, August 15th, 2013.
Research: Do your homework and then get quotes from multiple dealers. Then get them beat or price match one another. Also take into consideration any additional offers by dealer, free tires at so many miles, extended warranty and or other dealer incentives.
I used cargurus.com, Costco Auto Purchasing Program $500 over Invoice, edmunds.com, carsforsale.com among others. Education is key to getting a "
Fair" price on a vehicle.
Deal: Oh, and deal with Internet/Fleet Sales Managers not Lot Sales folks. They know you have done your homework and will give you straight answers.
I basically put together the deal and then make an offer on the car either over the phone or e-mail. Almost always it takes them getting back to me for approval. I also received all of my quotes back via e-mail including the specific Vehicles VIN. Then I go inspect and test drive the vehicle and sign the papers. At this point everything else has already been negotiated. Be prepared on your level of interest in POS addtions like extended warranties, maintenance plans, paint and undercoating, clear bras, etc. Know what you want, what they cost, so you are able to recognize a "fair" deal.
Insurance: Don't forget to check with Insurance. I had to leave my current insurance provider because they wanted $70 more per month on top of what I was paying for my Mini Cooper S. Luckily I found another company and duplicated coverage for less or it would have halted my purchase.
Final Note: I have used this method to purchase two other cars for $3k under invoice. Granted they were not quite as hot on the market as 86's.
Best of Luck!
