My seat is one click away from straight vertical, the headrest is in the bottom most position and I'm 6'. I have no issues. The back of my head ever so slightly touches the headrest and that is it.
My mother complained about modern headrests when shopping for a car. I think it has more to do with poor posture and the shoulders collapsing / rounding forward than anything. If you slouch into the seat, your head will get pushed forward. If the arch in your lower back is touching the seatback, you're not sitting correctly.
