I have access to a lathe, I could just leave the washers in place and machine them. I'd just create a taper at the top and simulate the conical washer. Can you, or anyone for that matter confirm that the top hats are concentric? The pic of the FRS/BRZ top hat looks like it is, but the older design clearly isn't. And I just don't remember mine sufficiently to make a decision. I have a set of the older style com-c's here that weresent to me accidentally, I might try them if this could work.
Also, I know I'm getting way off topic here, but I remember reading somewhere about the effects of having the spring offset from the strut, but I can't remember what it was. Anyone remember?
