If that's the case, I bet it could be fixed by just adding a thin smaller diameter washer to the assembly so that the load is carried by the inner race of the bearing only.
I'm curious as to why they would design the spring perch like this in the first place, especially when the impreza perch already existed with a better (IMO) design. If they wanted to do away with a separate washer, just make the attached washer conical.

I was having binding issues when I did my install back before the washer issue was well know. I used some washers from a hardware store which alleviated the binding issue but still gave me popping. It could have still been applying pressure to the outside of the bearing, but I'm not wasting another Saturday experimenting until there's a known solution. I have a pair of Impreza conical washers waiting to do it right when the Top Hats are shown to work correctly.
