OEM turbo's can reach peak boost by 2400rpm on a 2.0-liter, yes. But in that particular case, it was a 2.0-liter EJ series Subaru Legacy with a tiny, and I mean *tiny*, twinscroll turbocharger with the entire system gone through with a billion dollar budget to get it to perform like that. It also ran out of steam around 5800rpm, and the 300hp was crank, not wheel. No current car manufacturer would be putting a GT30r size turbo on a 2.0-liter motor, and if they did, they wouldn't be expecting to get full boost by 2500-3000rpm.
