This is the procedure in CA, but if the dealer you're buying from knows what to do with out of state sales, they will not title the car in the state you're buying from and let you do your own title and registration.
I don't know what everyone's deal is with the CA DMV. I planned ahead and spent probably a total of 90 minutes from start to finish to prepare all the extra paperwork to finish this. I went to the local Sheriff's station AND smogged within 60 minutes of each other, and the DMV (with appointment) took no more than 15 minutes in/out.
Putting it in plain English:
I did my own paperwork, saved $2500-6000 (depending on local SoCal markup). Bought myself a drink. Patted my own back. Tooted my own horn.
