I don't think it's bad power only because of the glare. You're 100% positive the bulbs are seated properly?
If they are, shoot TRS an email with a picture and see what they say. Hopefully they can send you new bulbs overnight or something.

FR-Shadow, do you think you can take one of your bulbs out and put it in his headlight? That would help narrow down possible causes.
As far as local replacement bulbs, I've never this seen style of bulb for sale in a brick and mortar store.
