Besides warming up the engine, another purpose of a fast idle is to warm up the catalytic converter. Furthermore, if you tend to drive aggressively before the engine is fully warmed up, the ECM will attempt to warm the engine more quickly than normal.

@OP: I suggest you start the car from overnight cold and time how long it takes for the idle to drop to normal levels -- around 700 RPM.
