At my company, we rate the vehicle premium based on who we assign as a principle driver on the given vehicle. So, what parents do is put their 17 year old son as a principle driver on the family 1998 Minivan with liability only coverage and set the soccer mom as principle on the 17 year olds actual vehicle (mustang, camaro, BRZ, whatever) which keeps the premium normal, meanwhile the son is beating on the cool car every day.

That's the smart thing to do.
