Its often questioned if its the fuel doing this. The answer is no, its a mechanism in the part causing the chirp so says the master mechanic that replaced the part in the first place. If this is happening to you don't hesitate to take it in, it only prolongs the importance of toyota to fix the vehicle.
I totally agree with you about taking it in and complaining until they get a fix.
Could you ask the master mechanic to get one of the HP pumps they supply to the countries where they don't get the chirp? The same countries where ethanol is almost unheard of but that must be a coincidence.
