If Toyota provided D4-S, it is likely they provided the entire head design, or it was a very Toyota driven head collaboration. It's not like D4-S is just the intake manifold.

Yes of course. Extra fuel lines, HPFP, camshaft w/extra lobe to drive the HPFP, and then the D4-S ECU fuel mapping that Subaru has zero experience with. It obviously needed design integration from the beginning of the engine design.
