Toyota/Scion customer service will listen politely, open a complaint, and then funnel you back to the dealer "customer service rep" who is a glorified punching bag that has zero power (in my experience with Ford and Scion) unless you have something with legal weight to it. Sales run dealerships.

Best case scenario is they'll sell you the car you want (hopefully using a different salesman).

Capitalism is simple, go to another dealer (ideally not owned by the same people), never set foot on that dealer lot again. Personally I hope I never have to buy a Toyota again after the runaround it took to buy my car.

Edit: Certainly file the complaint, if they have a large enough backlog something might actually happen but I'd rather see the place go out of business.
