If it's the vertical bar of LED's, right above the round light, those are the DRL's.
The bar along the top are the DRL's, the round light is the fog light
The TOP bar should come on when you are moving, that's correct. The BOTTOM light should not, and if it is, and the stalk is turned off, something is busted.
