There are procedures set in place for measuring the power of a mass produced engine to account for the variability in the manufacturing process. Sure the engineers have a great level of control but it isn't worth the extra money to engineer up to 270 hp and why would they limit it to 265hp just for the pretty number?
And 198 hp is for Europe, I believe they had to "detune" a bit to meet emissions or handle the fuel better.
Edit: I tried to do some research on the GTR because I know there was some controversy there but it looks like the engine was tested and rated for 480hp at the crank but many tests put the actual cars closer to 520hp with some being at (or slightly below) where it's rated, might have something to do with evolving tinkering with ECU and manufacturing processes during initial production.
