I've read that as well, but is that not also based on the capabilities of the average (to below-average) vehicle? Or even the average vehicle from when those highways were designed? The 401 was opened in 1952. Most of the 400-series roads have been open since the 70's.

Other than the light cars in the 80s when there were no safety standards, cars before that were boats, and nowadays on average handle, accelerate, and stop far faster than anything before used to. The people (and volume) - well, that's another story.
