It's essentially a racket. They extort a whole bunch of money out of companies who want to sell products in California. Like most things govt does, it has more to do with protecting entrenched interests (helps big guys snuff out the upstarts that can't afford the certification to sell in the biggest market in the country), and fundraising than anything else.
What's funny is that carb approved products are, by their non-adjustable nature, actually worse for the environment in some cases than the same product would be if you could actually tune the damn thing properly.
at least the weather is really nice.
