License is per ECU, you can flash the ECU with as many tunes as you want. Also note the tune is specific to a license. At least when you are talking about EcuTech.

I wouldn't get pedantic out the term "Computer Science Engineer", generally speaking CS is software, CE is hardware (not exclusively chip design). Any tuner is going to be doing a little bit of both....

They used new TPMS specific valve stems. Ask whoever is mounting them. Mine were included since I was buying new tires (Discount Tire).

When I had mine swapped, they had to use the TPMS specific valve stems. So the the ones that came with the wheel couldn't be used.
