Yea if you get it with the carb tune it will come with the ecutek license you need for tuning anyway. You can then take it to a local tuner or have it remotely tuned by any of the various options.

Are the really that bad to repair? I'm not experienced with boxers but I do rebuild engines from time to time.

As a stop gap you could buy a tactrix cable and flash open flash tunes with It. A tactrix cable is like $150 and the tunes are free. Likely less than the visconti tunes.
