The fitting that goes to/from the turbo should swivel. You said earlier you are having to twist the hose....so I'm envisioning you are attempting this with the barb end at a fixed position.

Yes, you can use the intake manifold as a vacuum source. You will have to use a hose adapter, probably multiple ones, to step down enough as the IM port is much much larger than the one on your BOV....
