Did the recall. Now the radio goes off and stays off after holding button down for 2s, and stays off when car restarts, like car radios have done since 1955. Thank goodness.

I've been out of town but will look into that in the next day or so. It has been verified to have no intake or exhaust leaks. This is a 4k mile car so I am fairly certain it has no underlying issues...

I appreciate the feedback. That is what it acts like but I tested the valve and it doesn't have issue. The actuator holds vacuum when I put a draw on it.
