Without balance shafts it should be smooth into 3k 4k. What's your ign timing at idle? Afr? Vtc? You could unplug the vtc and see if that makes it smooth. Did you preload the tensioner on the chain?

Regulator is not a sensor, it's a regulator like other oem regulators.
Your pumping more fuel than the bypass, regulator and engine are flowing so pressure goes up.

I am just assuming but from all the evidence I think fuel level is calculated, maybe from injector flow, which probably has flags to recalibrate...
