This link from BMW shows how similar vents work on their cars. Looks like both vents are probably meant to reduce drag. I imagine they could potentially help cool brakes too.

I have a feeling those fender vents and the vents on the sides of the grille are functional. These pictures were taken of an earlier 86 prototype and it looks like it has the same front grille vents...
