Check the bumper joints and bracket areas since you may have pinched a wire when replacing the bumper.

You were ohh so close @Tcoat. I inspected the cables and what I found is that my oil cooler lines had rubbed agaisnt it and peeled the rubber off, so it was making contact and thus shorting the circuit. It was indeed related to the last time I took the bumper off, as I removed the AC condenser (had already removed the compressor) and had to giggle the oil cooler lines a bit to the conderser out without removing the oil cooler or the radiator. Thanks for the pointer, it narrowed down the search.

Just for clarity, the issue is vastly different between an FRS (with base headlights) and BRZ. The FRS has separate high beam bulbs, the BRZ just has a flap that raises the cutoff on the projector on the low beam bulb.

The FRS will require a lot more amperage to the high beam circuit than a BRZ will.
