OK, it's leaking at the flange.
I have to ask, when you tighten the nuts on the flange, are you tightening each side alternately, till they are tight ..... ??
When the two sides of the flange are butted up against each other, in a relaxed fashion, do they meet squarely .. ?? If not, try to "bend" the longer side till the two sides meet flush and the flange is secured.
You're sure the "flange onto the pipe" weld is good ... ??
Like @ RobertPaulson suggested, you could take the gasket into the auto parts store and ask them for a new one. OR maybe buy some exhaust gasket material and make your own.
If it's a small leak, some exhaust sealer goop may stop it up.
