Next model year is always done in the September/October of the prior year. You will not see a 17 until at least 10 months from now. Toyota is very reliable on those release dates and Subaru is usually even later. What you might have heard was that the 16 special edition would be revealed in October (which it was). Anything you see or hear before next September will be speculation or clickbait fiction unless it is on an actual manufacturer site.

The S.HB is still non existent in Canada as well as the RS 2.0.

Nope. Plain old normal stock springs.
I really wanted a Monogram but refused to buy any of the three colours that they made available here.

So new MYs are announced Sept/Oct, meaning that they're on the lots at this time, or just details of them are released at sept/oct?

They make the official announcements for North Americain versions then but the cars are usually on the lot very shortly after. For some reason Canada seems to get them slightly before the US does though. The JDM versions (the real meaning of JDM not what the JDM Yo crowd here mean) are usually announced in August so we can take some clues from them but what they get is not always what we get so you have to treat the info with care or you could get fooled. Both Toyota and Subaru are very tight with all the real info right up to the official release so you also have to really watch what the blogs and such say as the vast majority of the time it is pure bullshit.

To extend on that, the BRZ STi is definitely going to be released in the JDM market first, if they don't have some sort of agreement for Toyota to make the announcement, and even then it should be over seas.

Current safety standards are quoted by Subaru when considering a turbo BRZ. Much easier to get things legal in Japan so that will very likely be the first market. I'd stay tuned to Subaru Japan's website for updates.
