I found this during a search on google for bikes a few years ago. It gives precise details on roads all over California. Keep in mind that the ratings are from Sportbike riders and they know what they are talking about. Also the rating system and tips on what to look out for are really good. It is important to note that most of the reviews are for bike caravans and usually they don't pertain to cars.

I know that there is one already for NorCal but why limit it to just regional sections. Besides, the one I linked is made up of other sites and is more of a central database.
