Op didn't specify what it was. Most likely incorrect offset and sizing.

They look like 5Axis wheels to me (S5F apparently they're 19x8.5 +45)
but they could've gotten one with a different offset as well

the wheel the camera is pointing at is static and is not rolling like it should.

Wheel is too wide and the inside is catching on the strut/suspension, stopping it from rolling like it should

damn i had this problem once too, needless to say, i sold my wheels for being to wide. however, i didn't even get that far when trying to move the car lol #fail
