Black Plastic Flap Loose Under Front Bumper

It's difficult to parallel park and drive in a very hilly city (bumper hits road at slow speeds) with uneven curbs. Essentially I now have a black plastic flap that sometimes gets loose and starts flapping on the asphault when driving through rolling roads, etc.

I can and have placed the plastic flap back in place once or twice, but around every two months it comes out again. Is there any kind of glue, epoxy, etc that would be best in order to paste the black plastic to above the bottom part of the bumper and fix the issue?

Will post pictures later.

Back in the day, I would have drilled a hole in it and what it is to attach to and put a pop rivet in it ......

Yep, pop rivets replaced baling wire for a lot of uses .... that duck tape won't hold ...... :D

I drilled a hole through one of mine when it was doing this, then zip tied it together to stop it from flapping.
A few months later, the zip tie came off somehow, so I unbolted the plastic guard and have been noise free since.
Sounded like I had a blow out when it would flap around at 60+

Cut it off with a razor. Quickest and easiest solution. You're likely missing a part of it from it dragging on the asphalt if that's the case the only other solution is buying a new wheel liner and replacing it.
