Well I'll add "no game no life" and even though you said no mecha "code geass" (although its not heavily focused on mechs and more about strategy). There are some others, I can't quite recall atm, I've watched so many haha.

While its not to Cowboy Bebop level, there is another masterpiece that even if it is somewhat under appreciated should still be watched: Ergo Proxy. Takes multiple watches to really get all that is in it though...it's a very psychological series and probably the most Bladerunner like anime there is. The opening should give you an idea of the kind of show it is...

Casshern Sins is somewhat similar in feel overall to Ergo Proxy, but more accessible and not even nearly as psychological. Love the colors in the show; Blu-ray release pops like no other anime I've seen... colors are of an iridescent glow that is just beautiful. It's a Madhouse produced title after all ...

Beck: Mongolian Chop Squad or Kids on the Slope: Beck if you are into alternate/rock music and don't mind Black Lagoon levels of language. Kids on the Slope if you are into jazz/classical. Both extremely well done series English dub highly recommended for Beck. These are both near masterpiece titles...

Birdy the Mighty: Decode: It's like Wonder Woman meets Men in Black. Watch in Japanese audio with English subtitles though, the English dub makes it feel like a different show and not as good. This is one of those shows where season 2 goes way dark compared to season 1. While season 2 is better overall than 1, it makes full use of it's MA rating with regards to violence (season 1 has a TV-14 rating).

Gunslinger Girl: When I say Gunslinger Girl I mean season 1 only... season 2 really missed the mark on what makes season 1 special. Season 1 is a societal/moral look at using children who've basically been abused or left for dead as cyborg enhanced weapons for a special secret branch of the Italian government. Not really an action shoot-em up title, but more a look at how this life affects both the children and those they work for. A masterpiece.

Puella Magi Madoka Magica: Simply put, it's not exactly what you think it is on the surface at first. The video below may help some and is about as spoiler free as you can get with this show. Gen Urobuchi's best work IMO (Psycho Pass would be his second best):

Usagi Drop: This is a very warm and sincere look at a man being the guardian of a child who is not his, (she is actually his Grandfather's child from an illegitimate affair.) A most excellent series, with one of the most adorable little girl characters in all of anime...

[Edit 2] Just reminded of this one from a response I was doing on Youtube:

Romeo X Juliet: This is a story based on the Shakespearian tragedy but occurs in a sci-fi/fantasy universe with some twist and changes to the story. Lovely music and even though it's a very familiar story, to me it's one of the best reimaginations of this story. Even though this is a story I've read and seen multiple iterations of, I still was very invested in how things were playing out and was on an emotional rollercoaster throughout. As a bonus, William Shakespeare is even presented as a character in the series.

Japanese Live action are miles ahead of anything hollywood has tried. I'm guessing she will end up a black haired BlackWidow... instead of the major we love.

Then again they could always go butch cut for the GITS arise look :P

Watched Redline at work yesterday. Aside from <spoiler>the giant random monster battle at the end</spoiler>, it was actually pretty entertaining.

Scarlett Johansson is the least thing to worry about for a live action GITS movie... the writers and director are more of an issue.

I just got in the Patema Inverted Kickstarter edition the other day and watched it for the first time (besides having seen the Prologues years back). Really enjoyed it, Yasuhiro Yoshiura has quite an excellent track record (Pale Cocoon, Time of Eve).
