Cold start issue(tune or injectors?)

Currently, I'm getting a remote tune done and my Frs has trouble starting when cold. I have ID 850cc injectors and upgraded DW fuel pump running on 91. Is it the tune or is it the hardware?

It will start, but it has to turn over a bunch. It starts just fine when it is warm.

I don't suspect the fuel pump, because it was installed while the car was still N/A. There were no issues.
