As a previous Honda owner you know we have to deal with the "rice" talk on a daily basis. Rice to me is oversized body kits, wings, wheels (chrome rims) on stock cars. Changing body parts from different models (skyline taillights in a civic) And most of all fake "replica" parts. Neon lights, and to many stickers advertising the real parts you don't even have on your car, oh and graffics/vinyls.
I have an authentic HKS Hipower exhaust with burnt tip made in Japan so I do not consider it to be rice. (of course this is my opinion, not here to argue) At the end of the day do what you like its your car

This
Rice is pretending the car is something it is not. Real parts giving real results is not rice no matter how extreme they may be. Adding things to make it look like it does something it does not is a different matter.
This does not mean all cosmetic work is rice though since beauty is in the eye of the beholder.
I.e.
Slammed on coil overs and proper fittings does not mean rice.
Cutting springs and slapping some hardware store crap on it does.
Even if the visable results are the same.
