Do these use centering rings? What happened to the one with scuffs in the spokes? Any bends or cracks that need to be addressed?

No centering rings needed
No cracks or bends at all... I got ran off the road by a big rig.... Went up on a curb... But wheels are fine |
Could you also confirm if they're 17x7, I think they're 17x7.5.
