ABS feedback??

I think I feeling ABS feedback when I have to break hard, my brake pedal pulsates but only when I need to quickly stop. Under normal drive conditions I never notice it but if I need to break hard and I am going over 45mph I can really feel it. The car only has 11k miles on it and I have never tracked it or anything. That shouldn't happen right? I have my winter steelies on so I can't really take look at my breaks without taking my wheels off.

edit: could it just be grinding off rust from driving the car all winter?

Yes, that's how ABS works. Stop slamming on your brakes and slow down and you won't activate the ABS as often. If you're driving in slippery conditions (eg. ice & snow), then, yes, that's just how it works.
