Paint expert opinion needed, paint defect or rocks?

I found this on my hood after I washed my car today, the hood has been painted about 2 months ago after an accident. Do you think it's a defect or a chip? I notice on the side of the chip it is starting to have a circle and a small bubble starting to lift. Taking it in tomorrow morning for them to see.

I also ordered some touch up paint and a carbon fiber wrap, just incase they won't fix it. I'll try to remove the bubble near the chip and touch it up. Then I'll wrap it after it looks pretty again.
