Since I don't speak or read Japanese, here is what Google Translate came up with for the description of the Flexible Draw Stiffener:

I have this brace installed, and it did increase NVH (Noise, Vibration and Harshness). For me this is a good tradeoff for the increase front end rigidity and steering response. I think this flexible brace may have most of the benefits of the Carbing and other similar braces, with very little increase in NVH.

It's a sport + thing. Under normal condition it stiffen the car just like Normal tower bar, but it allow the suspension to cope with those imperfections on the road with comfort. Cuz u don't drive on tracks all day.
