Most police forces are extremely hard on people who even try to outrun them. If they have already identified you they are not going to just let you go free if you outrun them.

Where would the criminals ride? In the trunk?

If the criminals were gaff taped into balls and the back seat folded down , then four would fit in the back , just like four track wheels.
With the stock wheels / prius tyres it would knock the prisoners out cold with the drifting.

Took the rental BRZ over 180k the other day, but it wasn't a cop car.

Yeah, I was shocked at that WRX cop too. Sure, jam tubby into the little WRX. Probably can't escape the car, but on foot I'd try him for sure.
