Painted on the inside or outside...?

Outside. They've never been taken apart

A friend painted them for me just like how you would at any other shop. He didn't use spray paint but actual automotive paint used in his spray gun then let to dry in a heated room. He's been painting/vinyl wrapping/tinting for 20+ years.

Yes they will blink faster however you can just put your stock bulbs in or the relay is like $15 for Diode Dynamics. Even though the stock bulbs, I believe, are amber it'll still blink a nice dark red. The LED bulbs in there are actually amber. I do have the stock bulbs somewhere.
