What questions should I ask an EkuTek tuner to find out if he/they are on the ball? How long should a competent tuner take to tune with a dyno?

you shouldnt ask a tuner anything. talk to the people that have been tuned by said person. they'll tell you everything you need to know.

Can you raise the rev limit to 8000rpm?

after youve been tuned do some data logging and check your knock count and afr's.

Depending on your ability to interpret the log you might even want to see if another reputable tuner could go over it for you to make sure everything is kosher.

Unless you have complete trust in your tuner and a history of working with them a second opinion never hurts.
