how to tell if i have an ecutek tune/licence
 
so there are a few things on my car that dont make sense. ie a soft rev limiter. is there any way i can tell if my car has been tuned or has an licence associated with the pcm?

Read ROM if you carn't read it its probably brzedit or ecutek and its locked or encrypted

If read sucessful then open the ROM you read with a hex editor or romraider , ecuflash
search for ZA1J this is what all rom caibration codes start

it will be something like ZA1JA00C for manual or ZA1JA00D for auto.

Then do a hex comparison with a stock rom hex file of same calid if it matches it stock, if it dont match (apart from the vin number on the rom) its been messed with.

Romraider or ecuflash will compare the tables but may miss the ecutek or brzedit licience info as its placed in an unused part of the rom usually filled with FF.

what do you mean by a soft rev limiter?

Maybe pulling back timing at the rev limit instead of stock that has abrupt cutoff? I have an ecuteck dyno tune that does this, much gentler cutoff that stock.

OP: If you don't have any tuning tools to connect to the ECU maybe give the cruise stalk a pull and hold it for a few seconds with the ignition on. If ecutek racerom maps are loaded it will make the tach jump to 1,000rpm. Almost everyone seems to be tuning with multiple maps. Not a guarantee but might work.
This was a pre-owed car you purchased?
