It has elastic around the edges, id probably say no it won't blow away in normal "heavy" winds... its on there pretty well.

I just checked online and it's not water proof, which means bird poop goes right through (problem with my current cover). Where are you located?

My understanding it is waterproof except for the seems. I don't think bird poop is going to affect the car with this on.
