As far as scenic roads, I would recommend circling the Oympics, then, come spring, go around the North Cascades Loop.

There are actually some reallly really fun backroads in the Bonney Lake area, but be careful of wild animals -.-

They have tons of track days, just not in the winter, we have bad weather here.

The ICSCC is a conference of sport car clubs around the area all of which host races, driver training (lapping days) and test n tunes. There's several driver training days on there. The Ridge and Pacific Raceways are close to you.
