bumper replacement - something amiss?

I just had my bumper replaced and noticed that right behind the rear wheels, there are two open (screw?) holes. I'm not sure if there were supposed to be screws there that hold the bumper in place, but i pulled on the bumper lip there and it can definitely be moved. Can anybody confirm if there car is the same as this? or what the holes are for if they aren't actually screw holes.

I think both of mine are open like that from the factory. I'd go check but it's 3am, it's snowing, and I've been drinking.

Mine is the same. It might be for the factory mud guards.
I used those holes to mount my aftermarket mudguards. |
This is normal. All the cars are like this from the dealer. They are for mounting the mud guards.

Agreed that the holes are for mudflaps, but amazing that Toyobaru couldn't place plugs into those visible holes for a "finished" look.
