No, that is the EL Header. See this thread for reference. In particular, the location of the flex tubing and the length of the right bank of the pipe.

Also, this is a great price. Is there anything wrong with it?

It is just very used and it shows. It is not a pretty item so it wont be winning any beauty contests. It is a functional cat-less header though.
