Well with Rakuten you have to be careful because it's not like amazon or other online shopping sites. You deal more directly with the actual vendor rather than rakuten itself. I've bought some JDM clothes from there but i'd still be very careful when buying from them.

I think that TOM'S wheels are just rebranded Final Speed

I would be inclined to agree. They look identical. Buy the cheap ones.

Are there any US venders that can import these?

If you worry about buying stuff from rakuten, you can also get them from Yahoo aution and Amazon Japan. Or local auto retail shop.
