Recommend a cheap Android device to use for Torque app.
 
I'm a iPhone guy.

But I want a bluetooth solution to run the Torque app.

Recommendations. Something a little bigger than my iphone, and cheap. doesn't need a contract or connectivity other than bluetooth.

Also a good cheap reader transmitter thing.

Samsung Galaxy Ace II retails for 150 bucks... It does everything you need and you can still use it as a phone.

I'm in the same boat and it seems prepaid android phones are the way to go. There's quite a few phones under $50. We only need Bluetooth and 2.3 or higher for everything to work correct? We don't need the phone to actually have airtime or anything right?

If I understand what you try to achieve, you will need the followings:

1. An OBDII ELM 327 device like the one you posted on eBay. The one you listed is pretty old and big. There are a Mini and a Micro one that is half and quarter size of the one you listed. The smaller one is better as it will not bug your right leg.
2. An Android device that supports Bluetooth. Many old/new Android phones and tablets support bluetooth. check for the compatibility of Bluetooth 3.0 or above. IPhone 4 only supports 2.1, I think. Caution: some cheap eBook or tablet may or may not support Bluetooth. Check the spec and ensure it is up to Bluetooth 3.0.
3. The Torque software. You can get both the free and pro versions from Google Play, or search the net...

Furthermore, there seems to be some threads already about this setup at this site. Use the search button to find more information.

Lastly, in order to use Torque, you do not need air time nor data transmission, unless you want to download live Google maps to display it. To do that, you can also tether the traffic through WiFi from the tablet (with a much bigger screen) to your iphone and use your existing data plan (if you have).

PPS: You also need a mount to mount your device either to the windshield or on the dash. Or you can check the thread of how to replace stock radio with a Nexus 7 tablet.
