DIY Request: Programming Transponder

I purchased a blank transponder key (part 89785-08040) from eBay. I had it cut at a local hardware store. I've followed a few guides to transponder programming Toyota keys (Sienna, Camry) but none have been successful.

Has anyone here tried programming transponder keys? Any tips?

It requires a Security license in Techstream from what I understand.
