After tire plug a black sticker showed up
 
Took car up to exxon to plug hole and then my windshield had black rectangular sticker. my guess is test the tint but i am not 100% sure. Anyone?

Yea, i've seen these before. It's GPS so the cops can track your car.

any pictures of it? if it's a tracking device, are they even allowed to do that without your permission and what business is it of a gas station to place that on your car?

Do you really think the police would illegally/randomly stick an expensive tracking device on someone's vehicle in plain view?

That just means that your hole has been plugged.

Yes what he said ^, and it serves as a warranty in case your hole gets unplugged again.
