Normal there is a cover,but that cover can not block all of water and soil ,When Factory technician remove the cover,this two holes is exposed in my eyes,this two holes did not Sealed is Normal?

In that same thread you might want to get the other plugs that cover the top of the rear struts inside the trunk. I have both the grommets that were installed at the dealer during the PDI and then I purchased the rear strut plugs and installed myself. I have no water issues to this point.

look at the green circle location,you need remove the cover ,

Those two plugs were left in my glovebox when I purchased the car. I asked about them and they told me "you don't need those installed living down here...they're supposed to keep mud and snow out" But I live in South Florida where we get sometimes up to 10-12 inches of rain in one hour!! That's not the norm but it does rain on average 84 inches/year here and I would think plugging all the holes would make sense.. I will get her up on a lift and install them myself.

Man I miss SoCal with our 10-12 inches/year!! We would have a "Severe winter storm advisory" for .5" of rain!! Hahaha

don't just install this thing yourself and let this issue die quietly. You should make a complain to the dealership AND to Toyota. If the manufacture says to install the tie-down hole grummet then that's what the dealer should do on PDI. They probably forgot to install it for you so they made up some excuse. Raise the issue with the service manager. In my past experience, if the dealership cares about their customers, they'll probably show some sort of apology by offering a free oil change or something.
